It is not 100% certain that Mossad killed Mabhouh, but it does seem likely, as Hamas is officially at war with Israel and Mabhouh was a leading military figure. In a war, it is legitimate to kill the enemy.

What I cannot understand is why Israel is still supplying electricity to Gaza when the two states are at war. Israel should completely cut off all supplies to Gaza. War is war.
The reason I say it is not 100% certain is that Hamas apparently thinks the killing was done by either Egypt or Jordan. Another possibility is conflicts within Hamas itself.
